The City receives specific funds through settlements of litigation to abate and remediate opioid abuse in Norfolk. The City is party to the "Virginia Opioid Fund And Settlement Allocation Memorandum of Understanding" which controls all uses of funds by Contractors under this RFP. The City Council also adopted the "Gold Standard" proposed by the Virginia Opioid Abatement Authority for the use of settlement funds the City receives from the settlements, and therefore all funds under this RFP may only be used in accordance with the statutory obligations of Virginia Code § 2.2-2370(A) (City Council Resolution No. 1890). The City seeks to achieve its goals by awarding contracts to qualified service providers with innovative and evidence-based programs to treat, prevent, and reduce opioid use disorder and the misuse of opioids in the City.
