Opt 1 Exercise of San Diego Harbor Tug Support

The Military Sealift Command is seeking industry input on the potential exercise of an option to procure six U.S. flagged, Jones Act compliant tractor-style tugs to support Navy Region Southwest operations in the San Diego area and surrounding navigable waters extending to the continental shelf. These tugs must meet stringent technical specifications including a maximum length of 120 feet, 2400 horsepower, a bollard pull of 65,000 pounds forward and astern and 40,000 pounds sideways, and must be classified by a recognized IACS society for hull and machinery. Each vessel must be equipped with synthetic lines rated for a minimum 100-ton breaking strength, capstans and winches with a 9,000-pound safe working load, and a brow capable of reaching a Trident-class submarine deck. The tugs must also carry dual firefighting monitors capable of delivering 2,000 gallons per minute at 125 psi each with AFFF capability and dedicated VHF/FM communications equipment tuned to standard harbor and Navy pilot frequencies. The tugs will be required to operate at any berth, dock, anchorage, wharf, open roadstead, submarine line, or alongside any vessel, barge, lighter, submarine, craft, hull, derrick, or object as directed by the government, provided the vessel can remain afloat except in ports where grounding is customary and safe. The requirement is for a firm fixed price with reimbursables contract structure with a proposed period of performance from August 1, 2026, through June 30, 2030, composed of a one-year base period followed by three optional periods: two one-year options and one 334-day option. Respondents must provide detailed vessel specifications including names, dimensions, classification status, transit speed, draft, station keeping capability, and full certification documentation such as USCG DCO or COI. Companies must affirm financial capability to perform, disclose their small or large business status under the NAICS code 488330, which has a size standard of $47 million, and submit a brief summary of relevant company experience. All submissions must include daily and after-hours rate estimates using the government-provided pricing template along with vessel pictures and specification sheets.
