The Department of Commerce National Institute of Standards and Technology (NIST) Sensor Science Division is seeking quotations for the procurement of two Optical Array Spectrographs under solicitation number SB1341-16-RQ-0822-1. This unrestricted acquisition is being conducted using simplified acquisition procedures for commercial items. The equipment will support a project dedicated to achieving high-accuracy radiometric measurements of the sun, moon, and standard stars to provide standard calibration spectra for various satellite and astronomical instruments. The required spectrographs must meet stringent technical specifications regarding irradiance sensitivity and wavelength range. A critical requirement is the ability for remote computer operation; therefore, vendors must provide software drivers compatible with Microsoft Windows 7 and LabVIEW to allow integration with NIST's existing control software. The procurement falls under NAICS code 333314, with performance and delivery located in Gaithersburg, Maryland.

***Please Note: Please review the attached solicitation document for full details on this requirement***** THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR PART 13. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89, effective July 14, 2016. The associated North American Industrial Classification System (NAICS) code for this procurement is 333314 with a small business size of 500 employees. This requirement is unrestricted and all interested offerors may submit a quotation. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to contact@example.gov. Questions should be received no later than 5 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. The backup point of contact is Patrick Staines at contact@example.gov. (End of Provision) BACKGROUND INFORMATION The NIST Sensor Science Division is working on a project to make more accurate radiometric measurements of the light from the moon and certain standard stars than have ever been made before. These NIST measurements will then serve as standard calibration spectra for multiple stakeholders who in turn operate other satellite and astronomical instruments that periodically view the moon and the standard stars. For the success of the lunar and stellar irradiance project, NIST identified a need for spectrographs meeting stringent specifications while attempting to perform high-accuracy spectral irradiance measurements of standard stars, the moon, and the sun. The success of the lunar and stellar irradiance project will require a spectrograph with irradiance sensitivity and wavelength range. The lunar and stellar irradiance project needs to be able to measure at more limited wavelength range with better sensitivity. The spectrographs must also be able to be operated remotely using computer control, rather than interactive with an operator always at the controls. This requires that any software that controls the spectrographs be able to be controlled by other software that we have already developed for controlling generic spectrographs (LabVIEW) using the Microsoft Windows 7 operating system. We also require remote operation via computer and for the vendors to supply software drivers for their system so that their specific spectrograph software can be controlled by our more general software (LabVIEW). This acquisition is for two (2) Optical Array Spectrographs.

Combined Synopsis/Solicitation for Spent Fuel Cell Shipment(s)
Solicitation # 1333ND27QNB610AMD
The National Institute of Standards and Technology Center for Neutron Research seeks a qualified contractor to provide packaging and shipping services for spent fuel elements from its facility in Gaithersburg, Maryland, to the Department of Energy Savannah River Site in South Carolina. This firm-fixed-price requirement consists of one base shipment of up to 84 fuel sections to be completed by December 31, 2028, and an optional second shipment of up to 84 fuel sections to be completed by December 31, 2030. The contractor is responsible for providing all project management, labor, and specialized equipment, including shipping casks, transfer casks, baskets, and necessary rigging and lifting machinery. All operations must strictly adhere to Nuclear Regulatory Commission, Department of Transportation, and OSHA regulations, with packaging activities monitored by NIST Health Physics representatives to ensure radiation exposure is kept as low as reasonably achievable. Award will be made to the lowest priced, technically acceptable quoter based on a technical evaluation of the proposed approach and price reasonableness. Quotations must be submitted in two volumes, covering technical capability and pricing, by November 23, 2026. The contract incorporates various federal acquisition regulations, including specific security prohibitions and requirements for custom-built lift safety factors.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
