FBO ANNOUNCEMENT: PRESOLICITATION NOTICE SUBJECT: OPTICAL TABLE SYSYEM SOLICITATION NUMBER: NB620040-15-00542 RESPONSE DATE: January 21, 2015 CONTACT POINTS: Chris Ganey, Contract Specialist, 301-975-6205 Harry Brubaker, Contracting Officer, 301-975-8330 DESCRIPTION: The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Newport Corporation, Irvine, CA for the purchase of an Optical Table System under other than full and open competition by the authority of FAR 13.106 - (b)(1). Only one responsible source and no other supplies or services will satisfy agency requirements: A sole source determination is based on the following: Only Newport Corporation can meet our technical requirements. Specifically no other vendor can meet the NIST requirements for: An Optical Table System with the following specifications: The system shall consist of: (a) One optical table (5ft x 12ft x 18 in.) with a set of four vibration isolators (16 inch tall) (b) A modular optical table set consisting of three optical tables (two 5ft x 12ft x 18 in. tables and one 5ft x 7ft x 18 in. table) that are connected together to form a monolithic U-shape, and a set of 9 vibration isolators (16 inch tall). 1) To accommodate all of the planned equipment and optical setups, three 5 ft. x 12 ft. x 18 in. and one 5 ft. x 7 ft. x 18 in. optical tables are required. Of the four tables, three of them (two 5 ft. x 12 ft. x 18 in. and one 5 ft. x 7 ft. x 18 in. tables) should be configured to be connected together to form a U-shape. The fourth table (5 ft. x 12 ft. x 18 in.) should be configured for independent use. 2) For the set of three-tables to be connected in a U-shape, the manufacturer should tune the vibration dampers in the assembled U-shaped table to minimize low-frequency fundamental modes typical of such monolithic systems. Since the composed monolithic structure such as a U-shape can exhibit very low fundamental frequency modes, the assembled table system should be tuned for damping as a monolithic system. 3) For mounting of optical components, all four tables must be tapped with 1/4"-20 holes on a 1" grid. 4) To enable mounting of optical components close to the table edge, the tapped holes must extend all the way to 0.5" away from the table edge on all sides in all four tables. 5) For locating the position of mounted optical components, the hole-pattern must be labeled (e.g., using an alphanumeric scheme) in each table. 6) For microscopy experiments, the table-tops in each table must be flat to with +/-0.005 inches. 7) For sufficient rigidity of the tables, the top and bottom skins must be 3/16" stainless steel. 8) To avoid degradation of the tables due to potential spills and other environmental factors, each table-top must use corrosion-proof sealed holes and the table-core must be sealed. 9) To avoid degradation of the tables over time, none of the tables should include composite of plastic materials in between the skin and core honeycomb. 10) For each table, the static deflection under concentrated 250 lb. load placed in the center of the table must be less than 5 x 10-5 in. 11) The maximum dynamic deflection coefficient must be less than 5.0x10-4. 12) The maximum relative motion between two points on the table must be less than 2x10-8 inches, when the table is subject to an applied power spectral density of 10-9 g2/Hz (g is the acceleration due to gravity) and the isolator transmissibility is 1%. 13) Each table should exhibit a Q-value (corresponding to the maximum amplification at resonance) to be less than or equal to 2. 14) To ensure that each table performance meet specifications, the vendor must provide independent third party test data showing the table performance with respect to dynamic deflection and relative motion. 15) To achieve the correct working height, the table must come with 13 vibration isolation legs (9 for the U-shape table and 4 for the independent table) that put the table top at a height of 34" (a range of 32" to 36" is acceptable). 16) Each vibration isolation leg must have a load capacity of 2000 lbs, in order for the legs to support the table and heavy equipment that might be placed on the table. 17) The vibration isolation legs need to be automatically re-leveling and self-centering to ensure that they respond to additional loads without requiring re-adjustment by the user. 18) Each vibration isolation leg must include a height adjustment system that allows for table leveling and independent height control for height compensation in floors that are not level. 19) The vibration isolation legs shall have maximum vertical and horizontal transmissibility resonance frequencies of 1.5 Hz at 80 psi. 20) The vibration isolation legs should be independent of each other and not connected using tie-bars to remove any structural resonances in the tie-bar system. The elimination of the tie-bar would also provide additional necessary accessible storage space under the optical table. The North American Industry Classification System (NAICS) code for this acquisition is 333314, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on January 21, 2015. Inquiries will only be accepted via email to Christopher.ganey@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
