This initiative is designed to fulfill an urgent and compelling requirement to comply with Executive Order 14212, which establishes the President's Make America Healthy Again Commission. The scope of work involves providing analytical, research, technology, and operations support services to develop and recommend technical and scientific solutions and implementation strategies necessary to achieve the goals of the Executive Order. Full Description

NIH was tasked with an urgent and compelling requirement to comply with Executive Order 14212 (Establishing the President's Make America Healthy Again Commission). NIH required analytical, research, technology and operations support services to develop and recommend technical, and scientific solutions and implementation strategies to help achieve the goals set forth in the Executive Order. NIH sought in house subject matter experts for feasibility on how to proceed. GSA Supply Schedules were reviewed. Contracts having similar task types were reviewed as well. Due to the urgent and compelling nature required for complying with President Donald J. Trump's Executive Order 14212 (Establishing the President's Make America Healthy Again Commission) the Government did not have sufficient time to request capability statements, gather & evaluate quotes and provide opportunities for competition for this requirement. This acquisition is conducted under the authority of 41 United States Code (U.S.C.) 253(c) (1) as set forth in Federal Acquisition Regulation 8.405-6(a)(1)(i)(A). Additionally, time constraints and complexity of the requirement brought challenges to contract type. As a result of these constraints, it is not possible to accurately estimate the extent of costs with any reasonable degree of confidence canceling the normal contract type Fixed Price. Therefore, a Time and Materials type task award on a GSA contract was considered the best value to the Government. GSA pricing has already been determined fair and reasonable to the government. NIH is committed to competing acquisitions to the maximum extent possible. If a follow-on requirement is required, thorough market research will be conducted regarding potential sources through the Federal Supply Schedule.

Solicitation # 75N98027Q00017
Solicitation 75N98027Q00017 is a combined synopsis and notice of intent for a non-competitive award by the National Institutes of Health (NIH) to Purdue University, specifically the Purdue Institute for Drug Discovery. The contract supports the Bench-to-Bedside study Developing Red Cell-Specific Spleen Tyrosine Kinase (SYK) Inhibitors for Treating Sickle Cell Disease. The scope of work for the Year 1 requirement involves the synthesis, scale-up, characterization, and optimization of lead SYK inhibitors S1115 and S1213, with a delivery requirement of approximately 3 to 5 grams of each compound along with supporting analytical and potency data. The award is justified as non-competitive because Purdue University possesses the project-specific knowledge and prior research experience necessary to avoid technical risk and duplication of effort. The acquisition is conducted under FAR 12.603 for commercial items and is not expected to exceed the simplified acquisition threshold. Research activities will be performed at Purdue University in West Lafayette, Indiana, with deliverables sent to the National Heart, Lung, and Blood Institute in Bethesda, Maryland. The associated NAICS code is 325411 for Medicinal and Botanical Manufacturing, and the requirement is not set aside for small businesses. Administrative requirements include active registration in the System for Award Management and the use of the Invoicing Processing Platform for three-way match payments. Responses were due by November 4, 2026, to the contracting specialist, Nicholas Capobianco.
