The project is scheduled to commence with a Notice to Proceed on March 16, 2026. Bidders are required to submit comprehensive proposals that include bid bonds, which must be issued by Nebraska-licensed surety companies, or acceptable substitutes such as certified checks or U.S. government bonds, with original documents due within seven days of bid closing. The bidding process incorporates various compliance and certification requirements, including affidavits affirming adherence to Nebraska labor laws, employee classification standards, and immigration verification systems such as I-9 and E-Verify. Contractors interested in apprenticeship utilization can opt to attach an Apprenticeship Incentive Form to qualify for a 5% bid incentive by committing to employ at least 10% of labor hours through apprentices. Supporting documents also include responsible contractor compliance forms and certification of Nebraska statutory compliance. The project’s scope and bid procedures are detailed in the specifications and project manual, with questions to be submitted through designated channels and answered promptly. Overall, the project emphasizes economic inclusion, legal compliance, and adherence to city-specific procurement policies, ensuring a transparent and equitable bidding process for qualified construction firms.
