The Office of the State Comptroller is issuing a Request for Proposals to secure IT consultants for staff augmentation services related to Oracle technologies, including products and software. These contracts will be used on an as-needed basis over a five-year period, with contractors expected to provide qualified consultants within specified timeframes. The procurement emphasizes diversity and inclusion, with set goals for minority-owned, women-owned, and service-disabled veteran-owned subcontracting, and mandates adherence to procurement integrity procedures. The solicitation details specify a due date of May 16, 2024, with questions due by April 18, 2024. Full Description

Through this Request for Proposals (“RFP”), the Office of the State Comptroller (“OSC”), on its behalf and on behalf of the New York State and Local Retirement System (“NYSLRS”) and the Statewide Financial System (“SFS”) (collectively referred to as the “State”), is seeking competitive proposals from qualified vendors (“Proposers”) to provide IT consultants for staff augmentation services for Oracle technologies, including products and software, as further detailed in Section 4.0 (Services)  of the RFP. The intent of this RFP is to award three contracts (individually an “Agreement” and collectively the “Agreements”) to: (i) a Primary Awardee, (ii) a Secondary Awardee, and (iii) a Tertiary Awardee; however, if fewer than three responsive proposals are received, the State reserves the right to award fewer contracts. Staff augmentation services will be provided on an as-needed basis. The fact that a Proposer enters into an agreement does not guarantee any volume of work. The State anticipates the need for consultants with a variety of skill sets as listed in Exhibit 1 (Staff Augmentation Titles) of the RFP. The number of staff augmentation consultants needed will vary during the term of the Agreements. Contractors will be expected to provide qualified consultants within specified timeframes (see Section 4.6 (Process for Engaging Consultants)) of the RFP. The RFP and all documents for this procurement are posted on the OSC website at https://www.osc.state.ny.us/procurement. NOTE: Procurement documents may, from time to time, be amended or addenda issued. It is the Proposer’s responsibility to become aware of any such amendments and/or addenda prior to submission of a proposal. All amendments and/or addenda to procurements will be posted to the OSC website at https://www.osc.state.ny.us/procurement. Proposers should review the OSC website prior to submission of a proposal to ensure that they have all information required to submit a complete and responsive proposal. This procurement is subject to, and shall be conducted in accordance with, the OSC Executive Order on Procurement Integrity and OSC’s Procurement Integrity Procedures, both of which are available in full on the OSC website noted above, or upon email request. All inquiries concerning this procurement must be addressed to the Contracting Officer or designee(s) at OSC, via email (preferred) to contact@example.gov or via hard copy mail to:             Director of Finance            Questions for RFP24-15            Office of the State Comptroller            110 State Street, Stop 13-2            Albany, NY 12236-0001 Service-Disabled Veteran-Owned Set Aside: No Minority Owned Sub-Contracting Goal: 17% Women Owned Sub-Contracting Goal: 17% Service-Disabled Veteran-Owned Business Contracting Goal: 2% Disadvantaged Owned Sub-Contracting Goal: 0% Due date:05/16/2024 4:00 PM Questions are due by 04/18/2024 @ 4p.m. ET Contract term: Five years County(ies): Albany Location: 110 State Street, Albany, NY 12236 * These goods or services have been purchased from an out-of-state/foreign vendor within the past three years.
