AI Contract Overview
This contract requires a small business to process and consolidate oral histories for the Naval History and Heritage Command at the Washington Navy Yard in Washington, D.C., under a Total Small Business Set-Aside under NAICS code 541990. The selected contractor must hold an active Top Secret security clearance and comply with all safeguarding requirements outlined in the DD254, including handling Controlled Unclassified Information and NHHC Critical Information with strict confidentiality restrictions, prohibition on public dissemination, and adherence to OPSEC and NIST SP 800-171 standards. The work involves creating a unified inventory to reconcile approximately 619 boxes of physical holdings with digital records in Content Manager, processing media including transcripts, CDs, cassette tapes, and 3.5" floppy discs, and ensuring all archival procedures follow the NHHC Archives Branch Processing Manual. All deliverables must meet exacting standards for unique item identification, requiring compliance with MIL-STD-130 and MIL-STD-129 for marking, labeling, and machine-readable verification using approved automatic identification technology. The contractor must submit an Archival Processing Plan within ten business days of contract award and maintain current System for Award Management registration with accurate small business status certifications. Proposals must be submitted exclusively via email to Ashley Steele by July 9, 2026, and must include the solicitation number, quote validity for 30 days post-deadline, and complete technical and pricing volumes; partial bids or submissions through any other channel are unacceptable. Evaluation is governed by two mandatory pass/fail gates: facility clearance status and technical compliance, with failure on either rendering the proposal unawardable. Price will be the determining factor among qualified offers, with award based on best value, not solely lowest cost. Performance is scheduled for a base period from September 6, 2026, to September 5, 2027, with a one-year option option period. Invoicing and payment must be processed electronically through Wide Area Workflow with specific DoDAACs and documentation aligned to DFARS and FAR requirements. Personnel must also complete initial and biennial security training, and the contractor must comply with all applicable labor standards, veteran employment reporting, trafficking in persons protections, and Buy American provisions with Alternate II.
