The NAVFAC EXWC Oceans Department is requesting the procurement of one additional OrcaFlex software license from Orcina, along with yearly software maintenance and technical support of eight (8) licenses. 


This procurement is being processed in accrodance with FAR Subpart 6.103, Other Than Full and Open Competition. The Statuatory Authority for the use of this sole source action is 10 U.S.C. 2304(c)(1), as implemeneted by FAR 6.103-1(c)(2)(i), Only one responsible source can provide this highly specialized service, as this is a DoD follow-on contract for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and no other supplies or servives will satisfy the agency requirements descibed above. 


This is NOT a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purposes of determining the marketplace for future procruements.
