Ordinance Adopting a Harbor Construction Permit Policy

The Port of Long Beach has issued an ordinance to establish a Harbor Construction Permit Policy designed to regulate significant construction activities conducted by tenants and third parties within the Harbor District. This regulatory framework provides Port staff with a mechanism to monitor construction progress and ensure compliance through a mandatory financial deposit system. Before initiating any significant work, responsible parties must provide a deposit of funds, the amount of which is calculated based on the estimated construction cost of the project. To facilitate the successful closeout of a project and the subsequent release of deposit funds, tenants and third parties are required to submit all necessary documentation upon completion. This includes the submission of specific documents or drawings detailing as-built conditions. The ordinance, which is exempt from CEQA under Section 15273.a.4 regarding rates and charges for capital projects, was posted on October 13, 2025, and is managed by the Port of Long Beach Environmental Planning Division.
