INTENT TO SOLE SOURCE


Orion Non-Linear Junction Detector (NLJD)

The Treasury Common Services Center (TCSC), Division of Procurement Services, on behalf of The Treasury Inspector General for Tax Administration (TIGTA) intends to contract with Research Electronics International, LLC, (REI) 455 Security Drive, Cookeville, TN 38506, on a sole source basis. The proposed contractor is the sole producer, manufacturer and distributor of the Orion Non-Linear Junction Detector (NLJD). As the developer and manufacturer of this product, REI provides direct technical support and warranty services required for this acquisition; therefore, the proposed source has the sole unique technical and other resources required for this acquisition. Research Electronics International has developed and utilized patented NLJD technology in the ORION.


The Treasury Inspector General for Tax Administration (TIGTA) requires specialized hand-held spectrum analyzer with a rapid sweep speed and functionality suited for detecting unknown, illegal, disruptive, and anomalous rogue transmissions across a wide frequency range in a complete system. The Orion Non-Linear Junction Detector (NLJD) is an instrument that detects electronic semi-conductor components in walls, floors, ceilings, fixtures, furniture, containers, or other surfaces. The Orion NLJD is made to detect and locate hidden cameras, microphones, and other electronic devices regardless of whether the surveillance device is radiating, hard wired, or turned off.


TIGTA requires a NLJD with the following specifications and features:


  • Wide transmit signal (1.25MHz) in the 2.4GHz or 900 MHz frequency ranges.
  • Handle mounted touch screen controls and advanced response data display including a histogram of harmonic responses.
  • Digitally modulated transmit signal and digitally correlated 2nd and 3rd harmonic signals (we are not aware of any other NLJD product with this capability), minimizing false responses.
  • Agile frequency functionality.
  • Manual and automatic transmit power control
  • Pulsing technology with Digital Signal Processing
  • Integrated transceiver, antenna, and telescopic pole. Supports rapid deployment, ergonomic design.
  • Integrated Cable. Does not have cumbersome cables interfering with the physical utility of the unit.
  • Modern antenna head with antenna mounted line of sight display providing complete information about transmit power level as well as both 2nd and 3rd harmonic levels, and operating modes.
  • Lightweight design (operationally weight less than 3.6 lbs/1.6 kg including battery), and fits in a case slightly larger than standard briefcase.
  • Camcorder style batteries for easy charging and replacement.
  • Minimum setup time: less than 30 seconds.
  • Water resistant design.

There is no period of performance for this purchase. The total estimated value of this purchase order will not exceed the simplified acquisition threshold.


NO SOLICITATION IS AVAILABLE.  A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will not be accepted.


TCSC will consider written responses received no later than 08/07/2026. Responses must be submitted electronically to purchasing@fiscal.treasury.gov, SS-TGT-26-048 /Attn: MR – DV. Responses must include sufficient evidence that clearly shows your company is capable of providing the content described in this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the Government, TCSC will make award on a sole source basis to Research Electronics International, LLC.


Qualified Contractors must provide the following:


1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service-Disabled Veteran Owned Small Business, HUBZone, etc.).  Please ensure contact information includes the name of the point of contact, email address, and telephone number, should the Government have questions regarding individual responses.


2. UEI Number.


3. Specific details of the product(s) that your company offers in regards to this notice.


4. Whether your content is available through a Government contract vehicle or Open Market.


5. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers to whom your company currently provides the specific required content.
