OSERS - FY2024 DIF Program Evidence Building Support (EBS) The U.S. Department of Education's (ED or Department) Office of Special Education and Rehabilitative Services (OSERS), Rehabilitation Services Administration (RSA), Training and Service Programs Division (TSPD) requires one Contractor to support RSA's evidence-building through technical assistance for performance measurement and grantee evaluations as well as describing program implementation and outcomes for the Federal Fiscal Year 2024 (FFY24) Disability Innovation Fund (DIF) program. The Contractor will assist RSA and FFY24 DIF grantees in assessing annual performance and implementation. These efforts shall include developing, collecting data, and reporting on performance measures to provide meaningful information about whether individual grantees and the overall FFY24 DIF program are making progress towards program goals. The contractor shall also describe grantee project activities and the extent to which these activities are similar or different in their project approaches, focus on key populations, challenges encountered, or other important aspects of implementation. Finally, the contractor shall provide technical assistance on grantee evaluations.
