AI Contract Overview
The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA), specifically through the National Marine Fisheries Service (NMFS) Office of Science and Technology (OST), intends to negotiate a sole-source contract with IMPLAN GROUP LLC for a 12-month renewal subscription of their economic impact analysis tools. This procurement will cover five authorized users’ access to the full suite of IMPLAN products and data, providing comprehensive coverage for the entire United States down to the state and county levels. The contract supports mission-critical functions such as estimating the economic impacts of recreational and commercial fishing, fulfilling federal regulatory requirements including those under the Magnuson-Stevens Act and the Regulatory Flexibility Act. The licenses will include enhanced demographic data, occupation and environmental data libraries, forward linkages guides, and dedicated customer support. IMPLAN is uniquely positioned as the sole provider of this comprehensive data and analytical platform, combining multipliers and economic data necessary for evaluating local, state, and national economic contributions. The contract period spans from June 27, 2026, to June 27, 2027, and is justified due to IMPLAN's exclusive capability to deliver these specific supplies and services directly, without resellers. This continuation ensures NMFS maintains its ability to perform precise, localized economic analyses vital for regulatory actions and fisheries management. The notice clarifies that this is not a request for competitive proposals but invites firms that believe they meet the full requirements to submit documentation for potential reconsideration within 15 days of publication.
