NOTICE OF INTENT TO NEGOTIATE A SINGLE-SOURCE CONTRACT                        
Special Notice: FD-2026-257                        
NOAA/NMFS/Office of Science and Technology                        
                        
                        
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Management and Budget (OMB) intends to negotiate, on a sole source basis, under the authority of FAR 12.102(a),  with IMPLAN GROUP LLC                        
                        
The requirement is to procure the following: This requirement is for: Purchase access for five (5) users to the full IMPLAN suite of products. The licenses will cover the geographic range of the whole U.S. and data/products will allow for analysis at the state and county level.                        
                        
The applicable Size Standard is North American Industry Classification System (NAICS) Code 513210 with a Small business size standard of $47M.      


                 
This Sole Source Determination is based on NOAAA's requirement that  is the only Vendor that provides the required Supplies                        
The IMPLAN data and application are the analytical tools required to perform economic impact analysis of regulatory actions and management alternatives proposed under the terms of specific Fishery Management Plans. OST economists currently hold IMPLAN licenses and this will be a renewal of those licenses when they expire.  NMFS uses IMPLAN data and the application for mission-critical uses including:
Estimation of the economic impacts of recreational and commercial fishing for the annual Fisheries Economics of the United States report;
Analysis of the economic impact of regulations, as required by federal law (Magnuson-Stevens Act, Regulatory Flexibility Act).

IMPLAN is a database of multipliers and other economic data combined with an application for estimating local, state, and national economic impacts. NMFS purchase of IMPLAN shall include data for estimating economic contributions generated for backward and forward linkages of a sector within the economy. The licenses will cover the geographic range of the whole U.S. and data/products will allow for analysis at the county level. Data shall include all years available. It shall also include the IMPLAN suite of tools for using these data to estimate economic contributions as well as limited customer support. NMFS uses IMPLAN data and the application for mission-critical uses including:
Estimation of the economic impacts of recreational and commercial fishing for the annual Fisheries Economics of the United States report;
Analysis of the economic impact of regulations, as required by federal law (Magnuson-Stevens Act, Regulatory Flexibility Act).

"IMPLAN is the sole provider of the full suite of IMPLAN products and services. They do not use authorized resellers or third-party vendors. All licenses, support and related services are provided directly by IMPLAN. 


This purchase provides continued access to the industry-standard, economic impact analysis tool. IMPLAN has the most comprehensive, up-to-date data from over 120 sources. The completeness of the data and the applications ability to evaluate “forward-linkages” are unique to IMPLAN and are particularly important in correctly identifying economic impacts in small, specialized industries like commercial and recreational fishing. This purchase will enable precise, localized analysis of recreational and commercial fishing, offering superior accuracy and dedicated customer support.                    



**THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
