The Oswego County Industrial Development Agency (OCIDA), in partnership with Novelis Oswego Works, has secured a New York State Passenger and Freight Rail Assistance Program grant aimed at improving rail infrastructure and reducing road traffic. The project involves three main components: realigning existing track within the plant to accommodate longer rail cars, reactivating dormant track sections for better rail car handling, and replacing high-emission railcar movers with low-emission models capable of hauling five fully loaded 143-ton rail cars on grades up to 3%. The current focus is on procuring these railcar movers, which must be delivered and operational by August 8, 2025, with the work scheduled to be completed shortly thereafter. The delivery site is located at Novelis Oswego Works in Oswego, NY. This procurement is funded through a NYSDOT grant, requiring compliance with state socio-economic goals, including efforts to involve minority and women-owned business enterprises (M/WOBE) and service-disabled veteran-owned businesses (SVOBE). Interested vendors must submit a Good Faith Effort and supporting documentation by March 24, 2025. The contract, valued between $500,000 and $1.5 million, is set for a three-month duration, with no set-aside for service-disabled veteran-owned or disadvantaged businesses. The project is open to vendors across all NYS counties, and interested parties can contact project representatives for specifications and pre-bid conference details.
