AI Contract Overview
The U.S. Centers for Disease Control and Prevention (CDC), under the Department of Health and Human Services, is initiating market research through an Other Transaction Authority (OTA) Sources Sought notice for a comprehensive asbestos-related disease (ARD) screening and modernization program in Libby, Montana, and surrounding areas affected by historical asbestos exposure. This initiative aims to renew and enhance a long-term public health strategy by integrating annual health screenings for conditions such as pleural plaque, asbestosis, lung cancer, and mesothelioma with advanced diagnostic technologies and predictive data analytics. The program’s three pillars include clinical screening and community outreach, technological innovation in diagnostic tools and digital health platforms, and strategic research to forecast future needs and design a sustainable transition plan for local healthcare infrastructure. Screening activities require comprehensive medical evaluations including health surveys, spirometry, thoracic X-rays, low-dose CT scans for lung cancer, and autoimmune marker testing, all performed with quality assurance protocols adhering to standards involving thoracic radiologists or B-readers and compliance with the Patient Protection and Affordable Care Act. Performance is measured through annual screening volumes of at least 100 participants, 95% timely result delivery, 90% successful referrals to primary care physicians, and a participant satisfaction score of 4.5 out of 5. Respondents must demonstrate organizational financial stability, with any unresolved bankruptcies or financial challenges serving as an immediate disqualifier, and must not be suspended, debarred, or otherwise ineligible for federal awards. Entities must also disclose any material, unresolved negative audit findings and submit a completed Business Integrity Disclosure to assess risks to program continuity and federal resource protection. Eligible responders are required to submit a three-page proposal—excluding capability statements—detailing their experience with OTA mechanisms, clinical screening programs, consortium management, data security protocols, diagnostic innovation, and predictive modeling capabilities. Proposals must be emailed to both Ted Larson, Lead Epidemiologist, and Emilio Cibula, Agreements Officer, using a specified subject line. The government estimates an annual program value between $3 million and $4 million, with the final solicitation anticipated later in FY26. This notice is strictly for market research, and while final evaluation criteria and contract terms are not yet established, the response deadline for submissions was July 9, 2026, and the program is expected to serve residents of Libby and Troy, Montana, with long-term projections indicating screening needs may decline by 2032.
