The Department of the Interior’s Acquisition Services Directorate is preparing to establish a consortium under the name Consortium Biomedical Research and Acquisition (CoBRA) on behalf of the US Air Force Medical Support Agency. This initiative seeks to form a collaborative group composed of not-for-profit organizations or corporations with tax-exempt status that can work alongside the government and nontraditional defense contractors. The government intends to award one OTA agreement to a single consortium operating as a qualified tax-exempt entity capable of receiving gifts and donations and recognized as a Nontraditional Defense Contractor or a small business.
