AI Contract Overview
This solicitation, numbered 75H70726Q00060, is a combined synopsis and request for quotation issued under FAR Part 12 for outpatient Medical Nutrition Therapy services to be provided by a Registered Dietitian at the Taos-Picuris Health Center in Taos, New Mexico. The contract is structured as a Firm-Fixed-Price with Economic Price Adjustment and includes a one-year base period with four one-year option periods, potentially extending the total performance period to five years and six months. The acquisition is specifically set aside for Indian Small Business Economic Enterprises (ISBEE) under the Buy Indian Act, with a cascading set-aside provision allowing consideration of other small business concerns if sufficient qualified ISBEE responses are not received. Offers must be submitted via email to Shandiin.DeWolfe@ihs.gov by 5:30 p.m. MDT on May 18, 2026, following amendment 0001 which extended the original deadline. The evaluation process is based on a best-value tradeoff, prioritizing Technical Capability and Past Performance significantly over Price, with technical evaluation focusing on the offeror’s RD/RDN licensure, certifications, experience in IHS clinical environments, proficiency with electronic health records, and ability to deliver chronic disease care. Past performance will be assessed using adjectival ratings based on recency, relevance, and number of contracts, while price will be evaluated for reasonableness and risk of unbalanced pricing. Offerors must demonstrate size status as a small business and self-certify eligibility under the ISBEE set-aside using the IHS Buy Indian Act Representation Form, and must provide a Unique Entity Identifier from SAM. The contractor is required to comply with detailed credentialing, background checks, and character investigations under the Indian Child Protection and Family Violence Act, maintain liability insurance of at least $1 million per occurrence with three years of tail coverage, submit Form W-9, and use the Invoice Processing Platform for all invoicing. Performance must occur at the designated health center with strict adherence to 24-hour EHR documentation requirements, quarterly reporting, and compliance with IHS and federal standards. Key personnel changes require 30 days’ advance notice and written approval, and the government retains authority for final acceptance of services based on quality assurance and CPARS evaluations.
