The Department of Veterans Affairs (VA) Veterans Health Administration (VHA), Regional Procurement Office Central (RPOC), Supplies and Services Division (S&SD), intends to enter into a sole source procurement for the purchase of 122 commercial off-the-shelf, web-based eBooks from Ovid Technologies, Inc., consisting of  81 updated editions of titles currently held in the VHA eBook collection and 41 new eBooks with Ovid Technologies, Inc., 28 Liberty ST, 44TH FL, New York, New York 10005, United State, in accordance with RFO 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per 41 USC §3304(a)(1).


The Department of Veterans Affairs (VA) Library Network Office (LNO), goals are to ensure uniform nationwide access to authoritative clinical decision support resources and to improve quality of care and patient safety through evidence based nursing and clinical guidance.


The NAICS code for this procurement is 519290 – Web Seach Portals and All Other Information Services, and the Small Business Administration Size Standard is 1000 employees.  


This notice of intent is not a request for competitive quotes.  No solicitation document is available, and telephone requests will not be accepted.  However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement and a rough order of magnitude (ROM) or quote, which shall be considered by the agency, only if received by the closing date and time of this notice.  A determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.  


Interested persons are encouraged to furnish information by email only with “Notice of Intent – Ovid eBooks” in the subject line and responses are due on or before September 16, 2026, at 1:00 p.m. Eastern Time to this procurement’s Contracting Officer, Kymberly Morgan at Kymberly.Morgan@va.gov.


The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses from responsible sources will be considered. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award.
