Owner's Representative Services for GES/PES

Regional School District 15 is seeking a qualified firm to provide Owner's Representative services for the construction of the new Gainfield Elementary School and Pomperaug Elementary School in Connecticut. The selected firm will operate under the direction of the District Project Manager and Building Committee to ensure the delivery of sustainable facilities designed for a fifty-year lifespan. Key responsibilities include construction oversight, budget review, bid analysis, permit coordination, and the management of furniture, fixture, and equipment needs. The scope also requires the firm to assist with filings and meetings with the Office of Grants Administration within the Department of Administrative Services and to adhere to State of Connecticut Educational Specifications. The project timeline includes the completion of final design documents by December 31, 2027, with a target date for the Certificate of Occupancy by August 14, 2030, and full project completion by May 15, 2031. To qualify, the primary project manager must have principal control over at least three similar projects involving new construction on sites with operating schools and demonstrate experience in sustainable construction. Applicants must provide at least three references from similar government projects within the last ten years, a statement of insurance compliance, and a conflict-of-interest disclosure. Responses are due by October 2, 2026, and must include one signed original, five hard copies, and one electronic version submitted to the District's Finance Department in Middlebury.
