AI Contract Overview
The Office of Naval Intelligence is seeking the Oxford Gold Package for support and maintenance of the Aztec, mics, xstream, and xmax80 analytical systems under solicitation P12599. This comprehensive service agreement includes one annual preventative maintenance visit, unlimited priority on-site emergency repairs, direct factory technical support, and all OEM-certified replacement parts and labor. Additionally, the package provides full access to proprietary firmware upgrades and analytical software updates. This acquisition is designated as a sole source procurement because Oxford Instruments is the exclusive Original Equipment Manufacturer and developer of the systems, holding all necessary proprietary rights and technical data. The government has determined that servicing by non-certified personnel would jeopardize system integrity and mission readiness. While this is not a request for competitive proposals, interested sources may submit capability statements to the designated points of contact by September 10, 2026.

Full Description
The required Oxford Gold Package includes:
- One (1) scheduled annual preventative maintenance visit
- Unlimited priority on-site emergency repair visits
- Direct factory technical telephone/remote diagnostic support
- All replacement parts, components, and labor certified by OEM specifications
- Full access to proprietary firmware upgrades and analytical software updates
SOLE SOURCE JUSTIFICATION:
This acquisition is conducted under FAR 8.405-6(b)(1) / FAR 13.106-1(b) / 10 U.S.C. 3204(a)(1) (Only One Responsible Source). Oxford Instruments is the sole Original Equipment Manufacturer (OEM) and exclusive developer of the Aztec/mics/xstream/xmax80 analytical system. Oxford Instruments retains all proprietary rights, technical data packages, diagnostic utilities, and firmware required to service this equipment. No authorized third-party vendors exist. Servicing by non-certified personnel would void system integrity, compromise laboratory data accuracy, and impact foreign material exploitation (FME) mission readiness.
NOTICE PROVISIONS:
This notice of intent is NOT a request for competitive proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Interested sources may submit a capability statement demonstrating their ability to satisfy this requirement without access to OEM proprietary technical packages by the closing date of this notice.
All capability statements must be submitted via email to: lisa.monfiston.civ@us.navy.mil or kevin.a.williams216.civ@us.navy.mil.
