The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program (PMA209), Patuxent River, MD, awarded a modification to Delivery Order 0028, under the Basic Ordering Agreement N00019-11-G-0018 to Rockwell Collins, Cedar Rapids, IA to modify software for the P-3C, C-2A and E-2C Control Display Unit (CDU-7000) and/or Multi-Function Displays (MFDs) to deliver Automatic Dependent Surveillance - Broadcast (ADS-B) (Out) Black Label software capability. Additionally, this action will also update existing C-2A/E-2C Training Material, both Computer Based and Instructor Led. The Federal Aviation Administration mandates a nationwide transition to ADS-B technology by 2020 as a part of the Next Generation Air Transportation System (NextGen) architecture. This acquisition was pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
