The Naval Air Systems Command issued a sole-source contract to The Boeing Company for the procurement of loads and strength engineering analyses, specifically focusing on center of gravity and moment arm analyses for palletized materials carried onboard the P-8A aircraft. This effort is essential for obtaining NAVAIR flight clearance for the transportation of a Rapid Response Kit and media Fly-Away Kit, and it includes required strengths and loads analyses for the cargo net restraint device. The work was scheduled for completion by March 2016, with a planned award date of February 1, 2016. The contract was awarded on a non-competitive basis pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as Boeing is the sole designer, developer, and manufacturer of the P-8A airframe and the sole integrator of its mission systems. Due to this unique position, Boeing possesses the proprietary technical data, facilities, and expertise necessary to meet the government requirements within the required timeframe. This action falls under the broader Class Justification and Approval 16-0015, which authorizes sole-source orders for P-8A Poseidon platform supplies and services, including research, development, and engineering changes.

The Naval Air Systems Command (NAVAIR) intends to issue a contract action to the Boeing Company (Boeing), Seattle, WA, on an other than full and open basis for the procurement of loads and strength engineering analyses (center of gravity and moment arm analyses) for a range of palletized materials to be carried onboard the P-8A aircraft. The requested engineering analyses need to be sufficient for obtaining a NAVAIR flight clearance for the transportation of a Rapid Response Kit (RRK) and media Fly-Away Kit (FAK) onboard the P-8A. Strengths and loads analyses of the FAK/RRK cargo net restraint device are also required. The analyses need to be completed by March 2016. Planned contract award date is 1 February 2016. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The Boeing P-8A team, consisting of the Boeing Commercial Airplanes (BCA) and Integrated Development Systems (IDS) Divisions, is the sole designer, developer and manufacturer of the Boeing 737-800ERX P-8A airframe, as well as the sole integrator of avionics, communications, mission, and weapon systems, and therefore is the only contractor with the requisite facilities, equipment, knowledge, experience, and technical data that can meet the Government's requirements within the required timeframe. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this Notice. The Government will consider all capability information received on or before 27 November 2015. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No phone inquiries will be entertained. Responses shall be made in writing by e-mail, U.S. mail, or facsimile to the attention of Scott Segesdy using the contact information provided in this synopsis. Companies interested in subcontracting opportunities should contact Boeing directly via Ms. Paige Bisset at 425-965-8077 and paige.v.bisset@boeing.com.
