AI Contract Overview

The Mission and Installation Contracting Command at Fort A.P. Hill, Virginia, plans to award a sole source contract to King George Landfill for the disposal of municipal waste and friable asbestos generated at the installation. King George Landfill is identified as the only suitable facility in close proximity that can accept the installation’s waste, minimizing additional transportation costs and time. This action is justified under FAR 13.106-1(B)(1), which allows sole source procurement when only one responsible source is available. Market research confirmed that while there are alternative landfills in the Richmond and Fredericksburg areas, using them would be inefficient and more costly due to the increased travel distance. The procurement is aligned with the North American Industrial Classification System code 562212, corresponding to waste disposal services, and King George Landfill is classified as a large business. Although this is not a competitive solicitation, the government has invited other firms to submit capabilities statements by the specified deadline to demonstrate whether competition would be beneficial. The contracting office reserves the right to issue a Request for Quote if a competitive acquisition is deemed appropriate based on responses received. The contracting point of contact for this procurement is Michael Lyttle.

Full Description

Notice of Intent: Mission and Installation Contracting Command, Fort A.P. Hill, VA intends to issue a sole source award to King George Landfill, located at 10376 Bullock Drive, King George, VA, 22485, for the disposal of municipal waste and friable asbestos for Fort A.P. Hill. King George Landfill is the closest location that will accept trash from the installation. The action is being processed in accordance with FAR 13.106-1(B)(1) only one source reasonably available, and solicited in accordance with FAR 13, Simplified Acquisition Procedures, as the Government believes that there is only one responsible source and no other service will satisfy the agency's requirement. A justification for sole source has been prepared in support of this acquisition, and market research has revealed that King George Landfill is the closest location that will accept trash from the installation and has the capacity to do so. While there are other locations that could possibly be used in the Richmond/Fredericksburg areas, the extra fuel and time required to travel to these locations would dramatically increase the cost to the Government. Mission and Installation Contracting Command, Fort A.P. Hill, VA., intends to procure the services as required to fulfill the mission and need of Fort A.P. Hill. The North American Industrial Classification System (NAICS) code is 562212 for this requisition. King George Landfill is considered a large business. This is not a request for competitive proposals. If you feel your firm can provide these services, please submit a capabilities statement by 12:00 PM EST, 27 September 2011. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed action is solely within the discretion of the Government. Information received is solely for the purpose of determining whether to conduct a competitive acquisition. The Government reserves the right to issue a Request for Quote (RFQ) as a result of this announcement. Please be advised that this announcement may constitute the only notice that will be posted for this acquisition, based on the review of any responses to this notice. Contracting POC is Michael Lyttle, e-mail contact@example.gov.
