P.L. Custom — Firefighting apparatus

Sourcewell, a Minnesota local government service cooperative, has entered into a Master Agreement (082025-PLC) with P.L. Custom Body and Equipment Co., Inc. for the cooperative purchasing of firefighting apparatus and fire service vehicles. The contract provides a turn-key solution including pumper trucks, aerial trucks, tanker/tender or water supply trucks, quints, and complementary equipment and services. This agreement is designed to serve participating governmental, educational, nonprofit, tribal, and public agencies across the United States and Canada. The contract term is effective through December 8, 2029, with potential extensions up to a total of seven years. The agreement utilizes a trade-off award methodology based on a 1,000-point evaluation system, prioritizing pricing, solution depth, delivery capability, and marketing. Participating entities receive specific financial benefits, including a 5% discount off MSRP for base models and options, as well as additional discounts for multiple-vehicle orders and progress payments. Performance is fulfilled via factory-direct delivery from the supplier's facility in Manasquan, New Jersey, with final inspection occurring at the factory and acceptance at the point of delivery. The supplier must maintain compliance with NFPA, OSHA, and Federal Specification KKK-A-1822 Rev. F standards, while adhering to federal regulations regarding equal employment opportunity and the prohibition of terrorism-related transactions.
