Solicitation # SCAN-MSFC-0002
The National Aeronautics and Space Administration (NASA) Marshall Space Flight Center is soliciting information for the Unified Network and Navigation Operations (UNNO) contract under the Space Communications and Navigation (SCaN) program. The objective is to integrate the Near Space Network and Deep Space Network into a single One Network operational construct. The proposed acquisition is structured as a Multiple Award Task Order Contract (MATOC) using an Indefinite Delivery Indefinite Quantity (IDIQ) format with a hybrid Firm Fixed Price and Cost Plus pricing model. Performance will occur across multiple global and domestic sites, including facilities in California, Florida, Maryland, Spain, and Australia. Evaluation of future proposals is expected to be based on technical merit, cost efficiency, and past performance. Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS), aka "Connects"
Solicitation # FA251827RCNECTS
The Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS) acquisition is a strategic initiative by the Space Acquisition and Integration Office (SAIO) to consolidate four disparate IT support contracts into a single unified framework. Supporting the 21st Communications Squadron across Peterson SFB, Schriever SFB, and Cheyenne Mountain Space Force Station, the requirement focuses on modernizing IT service delivery through data-driven and automated approaches. Key technical priorities include Zero Trust Architecture, AIOps for predictive network operations, Model-Based Systems Engineering (MBSE), and the consolidation of legacy communications systems. The acquisition is structured as a 100% Small Business Set-Aside under NAICS 517810. The procurement is being conducted as a closed Commercial Solutions Opening (CSO) utilizing a phased evaluation process consisting of White Paper submissions, optional pitch sessions, and final technical and price proposals. The resulting award will be a single, fixed-price, FAR-based contract governed by FAR Part 12 and DFARS, featuring a hybrid CLIN structure that includes Firm-Fixed-Price for baseline stability, Fixed-Price Incentive Firm for modernization, and Fixed-Price Economic Price Adjustment for surge requirements. The anticipated contract award date is March 31, 2027, with a 60-day phase-in period followed by a base period starting June 1, 2027, and five subsequent option years. Evaluation is weighted toward technical merit and importance to agency programs, which combined are more significant than price.

The primary purpose of this is to procure wireless network extension systems in support of the 515 AMOW, to provide 11-person Air Mobility Teams (AMT) and Mission Partners a large area (~1 mile) wireless network capability to execute en route missions at dispersed locations in the INDOPACOM theater. Solutions include Macro and Micro Cell systems. Systems must support deployable communications for aircrew flight plans/mission updates in rural, remote, denied or degraded locations, provide high availability of unclassified expeditionary communications across the ramp/port sites, and provide scalable extension capability within the vicinity of airfields in the theater. Items need to fit in three or less deployable cases (Pelican cases) for ease of transport and airworthiness on commercial or military aircraft, in configurations for carry-on and checked luggage. Micro systems are required to include solar and battery-powered options for small unit deployment in remote locations. The vendor will configure, troubleshoot, advise, and train members of the 515 AMOW on the Macro and Micro Cell systems. All wireless extension packages to include networking equipment, will be provided by the vendor but 515 AMOW will be responsible for end-user devices (laptops, tablets, cellphones). The systems will be deemed technically acceptable if Airmen can access required systems (GDSS, ETIMS, GATES, etc.) over VPN at a distance of 1 mile in an expeditionary environment, provided a sufficient back haul connection. The systems must be able to be setup in 1 hour by two personnel with limited communications systems knowledge.
