The US Air Force intends to issue an oral solicitation for the purchase and delivery of medical supplies to support PACIFIC Angel (PAC Angel). Operation PAC Angel supports host nation communities and enables the building of stronger regional partnerships. This years iteration will provide medical care, and supplies to three Geographic Locations in the Federated States of  (FSM). The contractor shall supply and deliver various medical supplies, including but not limited to:


- Dental Consumables
- Dental Formulary
- Optometry Consumables
- Optometry Formulary
- Optometry Glasses
- Physical Therapy Consumables
- Public Health Consumables 


A detailed list of required items, quantities, and specifications will be provided during the oral solicitation. The Government plans to issue the solicitation on February 27, 2026. The quotation due date will  be set forth in the solicitation.


The Government intends to issue purchase order resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may issue purchase order based on the initial offer without discussion. The resultant purchase order will be firm fixed price.


This requirement will be solicited orally in accordance with FAR 12.201-1(c). Interested vendors must be able to participate in an oral solicitation session via telephone/video conference and submit a written quotation afterward.


These items will be delivered to Clark International Airport, Angeles, Pampanga, Philippines, in compliance with local import regulations. Prospective vendors must be able to:


- Provide proof of business registration and relevant certifications.
- Comply with all U.S. Government procurement regulations.


All contractors shall be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 52.204-7. Therefore, prospective offerors are required to register prior to the submittal of offers. If you are not already registered, please start the registration process as soon as you see this notice.
