PACAF Pathfinder Connectivity Services

The Government intends to solicit and negotiate with only one source, AT&T Corp., 3375 Koapaka Street, Suite D120 under the authority of FAR 13.106(b)(1), Soliciting from a Single Source as cited in 10 U.S.C 2304 (c)(1). The North American Industry Classification System is 517919. Headquarters Pacific Air Forces (HQ PACAF) requires services to conduct a pathfinder for commercial global network connectivity, and the ability to translate proprietary system waveforms into internet protocol (IP), generating data with automated routing to "interested" consumers, and combining with related data at data-to-decision nodes. Actions to be accomplished shall include: -Conduct Network Assessment - Basic infrastructure/network assessment outlining base capabilities and layout in order to establish a baseline and outlining defined waveforms. -Establish Diverse MPLS VPN - Utilize network assessment in establishing a diverse communication virtual private network (VPN) (encrypted tunnel between network devices) to include integration with FirstNet and NorthStar/LTEspeed. -AT&T is the sole provider for FirstNet, the National Public Safety Broadband Network (NPSBN) awarded by the US First Responder Authority in 2016 (25 year Period of Performance). -AT&T is, and for 50+ years has been, the sole provider for NorthStar/LTEspeed, providing commercial communications for Air Force One. -Provide Waveform Catcher and Converter - Institute the ability to capture and translate waveforms that transverse network infrastructure as outlined from Network Assessment. -Replicate Demonstrations at Global Non-DOD Commercial Locations - Provide real-time demonstration across a Global scale. Minimal support can be garnered from other entities. However, only AT&T can provide a culmination of all activities into a workable solution set providing secure reliable communications across a global infrastructure. This purchase will be under Acquisition of Commercial Items, FAR Part 12; Simplified Acquisition Procedures FAR Part 13; and Soliciting from a Single Source as authorized under FAR 13.106(b)(1).
