This instrument is critical for identifying infectious agents affecting military personnel globally, relying on advanced single-molecule optical technology that requires specialized OEM-trained technicians for proper operation and calibration. Maintenance services must ensure the system continues to meet rigorous quality performance standards set by the DCPH-A Laboratory Sciences Directorate. The acquisition is managed under simplified procedures with no set-aside requirements and falls under NAICS code 334516, which has a small business size standard of 1,000 employees. Despite the presolicitation nature of the notice, the government has determined Pacific Biosciences is the only responsible source capable of delivering the required technical expertise and service. Interested parties may submit capability statements, including cost and technical detail, via email to Alicia Maldonado Torres by 12:00 p.m. EST on July 22, 2026. Submissions must be in PDF, Word, or Excel format, and no phone calls will be accepted. Although this notice does not constitute a formal solicitation, the government will review all received responses to support its decision on whether to proceed with a competitive procurement or maintain the sole-source award. The contract is part of a broader effort to sustain mission-critical genomic analysis capabilities at the Gunpowder, Maryland facility, and failure to respond by the deadline will result in no further consideration for this requirement.
