AI Contract Overview
This contract action awards a firm fixed price delivery order to Change Healthcare Technologies, LLC for the upgrade of the Enterprise Imaging PACS system from version 14.1 to 14.2.2, including migration from Windows Server 2016 to Windows Server 2022, deployment of new HPE application servers and Dell EMC Unity XT storage systems, implementation of Microsoft SQL Server 2022 with licensing, and associated data migration, SSL certificate conversion, NAS setup, and end-user training. The work spans multiple Veterans Affairs Medical Centers including Chicago, Hines, Danville, Tomah, Madison, Milwaukee, and North Chicago, with performance centered at the Chicago VAMC. The award is non-competitive and justified under FAR 16.507-6(b)(2) because Change Healthcare is the only entity capable of providing the highly specialized services required due to proprietary system access, FDA-mandated compliance restrictions, warranty limitations, and exclusive training and technical documentation. The delivery order is issued under the existing Defense Logistics Agency contract SPE2D1-18-D-0006, whose prices have already been determined fair and reasonable, eliminating the need for a separate price evaluation beyond verification that quoted amounts are equal to or less than established contract rates. The total estimated value is $1,539,352.13, with no options or varied pricing structures identified. Inspection and acceptance occur at each VA facility by government personnel, requiring strict adherence to FDA regulations, DICOM standards, VHA Directive 1104, and warranty integrity protocols, which can only be maintained by the original vendor. No formal packaging, marking, invoicing, payment, or contracting officer representative details are specified beyond the administrative oversight role of the Department of Veterans Affairs National Acquisition Center in Hines, Illinois, and the point of contact information for Joseph Levy and Monique Lara.
