Packaging must conform to DLA standards: each lock with its matching keys must be placed in a commercial carton, and the full set must be enclosed in a commercial weather-resistant fiberboard box. All padlocks and keys must bear a uniquely stamped serial number that does not relate to the key’s bitting, ensuring distinct identification of government property. The item is defined by a recognized military or consensus non-government standard, and only hardware manufactured to the current revision of that standard after the solicitation date is acceptable; prior revisions are only valid for items already produced. Mercury or mercury-containing compounds are strictly prohibited from intentional addition or direct contact with the hardware, except for specific functional uses such as in batteries, fluorescent lights, instruments, sensors, controls, weapon systems, or NAVSEA-specified reagents; portable devices containing mercury must be shockproof and include a secondary containment barrier per NAVSEA 5100-003D.
