Solicitation SPE7LX-26-U-9585 is a Service-Disabled Veteran-Owned Small Business set-aside issued by the DLA Land and Maritime Strategic Acquisition Program Directorate for the procurement of padlock sets under NSN 5340-00-292-0906. The requirement is for 15 sets with a delivery window of 155 days after award. This procurement may result in a unilateral indefinite delivery contract for a one-year period, with a contract maximum value of 350,000 dollars, a guaranteed minimum quantity of 2 sets, and a minimum delivery order quantity of 7 sets. The contract mandates strict quality and packaging standards, requiring each padlock and its matching keys to be in a commercial carton, with the entire set housed in a weather-resistant fiberboard carton. Master and grandmaster keys must be conspicuously identified in bags or envelopes. Each padlock body and key must be legibly stamped with a serial number that does not relate to the key bitting. Technical requirements include the prohibition of Class I ozone-depleting chemicals and the intentional addition of mercury. Inspection will be conducted at the destination based on zero non-conformances in the sample lot, following MIL-STD-1916 or ASQ H1331. Administrative requirements include electronic invoicing via the Wide Area WorkFlow system and compliance with the Buy American Act and Berry Amendment. Offerors must be SBA-certified as SDVOSBs to be eligible. All quotes must be submitted through the DIBBS portal, and the use of additive manufacturing is prohibited unless specifically authorized. Evaluation for award will be based on the price quotes received.
