Paging System Upgrade Expansion

The Department of Veterans Affairs is soliciting a firm-fixed price contract for the procurement and installation of a dedicated fiber optic network to support a paging system upgrade and expansion at the William S. Middleton Memorial Veterans Hospital in Madison, Wisconsin. The scope of work requires the installation and testing of 6-strand indoor/outdoor armored plenum single-mode (OS2) fiber to Buildings 4 and 12, and 6-strand indoor/outdoor plenum single-mode (OS2) fiber to Buildings 2, 5, 6, and 7, utilizing government-furnished equipment for the latter. Additionally, the contractor must install 18 or 24-strand indoor armored plenum single-mode (OS2) fiber from the C-Wing Core to the Penthouse. The project includes the provision of 1U fiber drawers, LC terminations, and the use of SMURF tubes to protect non-armored fiber. All work must be performed according to current industry standards, including Tier 1 and Tier 2 OTDR testing, and must be completed within 60 days after receipt of order. This opportunity is a Small Business set-aside, specifically designated for HUBZone small businesses under NAICS 238210. To be eligible, contractors must demonstrate previous experience by having successfully completed at least two similar fiber installation projects. The award will be based on the most advantageous offer, considering price, technical requirements, installation factors, contractor qualifications, and past performance. Key requirements include adherence to the Buy American Act, compliance with standard patient and employee safety and infection control practices, and responsibility for any required ACM abatement.
