Painting Services for the Hartford Public Schools

The City of Hartford Procurement Services Unit is soliciting responses for a term contract to provide interior and exterior painting services for Hartford Public Schools on an as-needed basis. The selected provider will be responsible for all labor, supervision, materials, and equipment for future projects. Key operational requirements include adhering to standard working hours of 8:00 a.m. to 5:00 p.m., Monday through Friday, although nights and weekends may be required. The contractor must maintain strict quality standards, ensuring surfaces are free of brush marks and runs, and must follow manufacturer instructions for paint application. Safety and site maintenance are critical, requiring the use of covered metal containers for hazardous materials, the provision of wet paint signage, and the daily removal of debris. Eligible respondents must hold a current license to do business in the State of Connecticut and be current on all tax obligations to the City. The award process is not based solely on price and includes a preference for City-based SC/MWBE Certified Small Businesses, who may be selected if their bid is within 15 percent of the low bid and they agree to the low bid amount. Additionally, respondents must set aside 15 percent of construction work for Minority Businesses. For contracts exceeding 50,000 dollars, a performance and payment bond for 100 percent of the award is required within 10 days of selection. All responses must be submitted electronically via the City's procurement portal and remain valid for 90 days.
