Palm Bluff Security Res Ext Rehab

The St. Johns River Water Management District is seeking a General Contractor to perform exterior rehabilitation work on the Palm Bluff Security Residence located at 1275 N State Road 415, Osteen, Florida. The scope includes removal and replacement of exterior windows, window trim, wood siding, corner boards, filler boards, porch posts, and support timbers; pressure washing and painting of the exterior structure; installation of gutters and downspouts; replacement of screened porch sections; disposal of all debris; and restoration of any site disturbance caused by the work. All materials must be new and meet American Society for Testing and Materials standards, and the completed work must be fully code-compliant and equal to the best-accepted trade standards. The project has a firm completion deadline of September 30, 2026, with time being of the essence for all aspects of performance. Bids must be submitted electronically via DemandStar or Central Bidding, or on a single unpassworded thumb drive in a sealed envelope, by 1:30 PM on July 21, 2026, and must include a comprehensive submittal package encompassing the bid form, qualification questionnaire, similar projects form, proposed subcontractors list, certificates of authority to do business in Florida, non-collusion affidavits, proof of Sunbiz registration, E-Verify enrollment, insurability documentation, and signed attestations including human trafficking compliance and submittal acknowledgment. Bids will be evaluated based on responsibility and qualifications as pass/fail criteria, with award going to the lowest responsive and responsible bidder as reflected on the bid form. The contract requires compliance with all federal, state, and local laws, including Florida Statutes related to civil rights, indemnification, sovereign immunity, and public records exemptions for cybersecurity and emergency planning information. The contractor must obtain and maintain insurance coverage issued by a Florida-authorized insurer with an A.M. Best rating of A- or higher, with primary coverage over the District’s policies and no deductible exceeding $100,000 without District approval. The District retains the right to inspect all work at any time and must approve all materials and equipment prior to purchase.
