AI Contract Overview
The contract concerns the procurement of two structural aircraft panels identified by NSN 1560-01-196-4395, designated as a critical application item under solicitation SPE4A7-26-T-633E. Deliverables must adhere to detailed technical specifications derived from multiple reference and basic drawings, including revision K of drawing 98897 4F11055 and revision BA of DS5025, with configuration requirements to apply spare parts layout while omitting attach holes and ensuring full-depth pot fastener locations. The item is subject to stringent quality governance, requiring origin inspection and acceptance in accordance with FAR 52.246-2, and mandates that the manufacturer’s inspection system meet at least SAE AS9003 or ISO 9001 tailored to AS9003 standards. Packaging and marking must conform to MIL-STD-129 and ASTM D3951, with palletization following DLA’s RP001 requirements. Delivery is required within 145 days ADO, with FOB destination terms to Robins AFB, Georgia, and the contractor must utilize the Wide Area Workflow system for payment and receiving reports, necessitating SAM registration and WAWF enrollment. The solicitation incorporates the DLA Master Solicitation for Automated Simplified Acquisitions Revision 105 and includes numerous FAR and DFARS clauses related to cybersecurity, export controls, whistleblower protections, and labor compliance. Cybersecurity requirements mandate CMMC Level 2 certification for the third-party assessment organization, and the item involves technical data subject to ITAR or EAR, restricting access to only those with approved US/Canada Joint Certification Program credentials, completion of required DLA export training, and formal DLA authorization. Offerors must submit a Safety Data Sheet to avoid disqualification, and HUBZone small businesses are eligible for price evaluation preferences. The acquisition is classified as a simplified procedure candidate for automated award, with quotations due by August 17, 2026, via DIBBS, and no bid submissions must be processed through the same portal.
