AI Contract Overview
The Department of War's United States Special Operations Command (USSOCOM) MARSOC plans to award a sole-source, firm-fixed-price contract to PAR INC., located in Lutz, Florida, for proprietary psychological assessment materials, manuals, and protocols. These materials are essential for the standardized psychological screening and personnel suitability assessments performed by Department of War medical and operational professionals. PAR INC. is the exclusive publisher and copyright holder of these specific assessment tools, with no authorized third-party distributors available, which justifies the sole-source acquisition under federal regulations. The Government emphasizes the importance of technical and data continuity, as these materials have been used over an extended period, establishing a standardized baseline for personnel vetting. Switching to alternative assessment tools would demand comprehensive re-validation and re-baselining of existing data sets, incurring significant costs and delays that could jeopardize critical personnel suitability operations. PAR INC.'s materials are also recognized as an industry standard used by multiple federal agencies for high-stakes clinical and professional screening. While this notice is not a solicitation for competitive proposals, capable firms may submit capability statements demonstrating their ability to provide equivalent materials without compromising data continuity or copyrights. Responses must be submitted by 8:00 AM on May 29, 2026, via email to the listed contact.
