The U.S. Army Corps of Engineers - New England District is planning to award six separate contracts to provide park attendant services at designated recreation areas along the Cape Cod Canal in Massachusetts. These contracts, numbered Park Attendants No. 3 through No. 8, cover three paired locations: Herring Run and Sagamore Recreation Areas near Sagamore Beach; Sandwich and Sandcatcher Recreation Areas near Sandwich; and Bourne and Tidal Flats Recreation Areas near Bourne. The contractor(s) will be responsible for daily cleaning, refuse removal, and light maintenance tasks including servicing restrooms, maintaining picnic areas, trash and recycling management, and upkeep of parking lots and landscaping. Awards will be based on the lowest price per day quoted, with vendors selecting available contracts in order of their bids. The solicitation emphasizes a total small business set-aside under NAICS code 561990, requiring vendors to have active SAM.gov registration at the time of submission. The solicitation, released as a presolicitation notice with a planned announcement on SAM.gov around February 20, 2025, includes a request for quotations with award decisions driven solely by price under a Lowest Price Technically Acceptable evaluation. No advanced technical evaluation or trade-offs are indicated, and standard FAR clauses for commercial acquisitions will apply. The period of performance and detailed contract terms will be included in the forthcoming official documents. Inspection and acceptance of services will occur at the assigned recreation sites, where the government will ensure contractor compliance with cleanliness and maintenance standards. Vendors are instructed to submit quotations electronically via SAM.gov, as no other submission methods will be accepted. Key points include the flexibility for contracts to be staffed by either couples or single attendants and the requirement that all bidders meet small business size standards to be considered responsive.
