Park Tower Student Housing Project

The Park Tower Student Housing Project, managed by the City of Long Beach under solicitation 2024080441, involves the adaptive reuse of a seven-story office building at 5150 Pacific Coast Highway into a private student dormitory. The development will feature 149 residential suites providing 593 beds across approximately 73,486 square feet of residential area. Additional site improvements include a 728 square foot pavilion to activate the Clark Avenue street front, 22,523 square feet of new accessible at-grade open space, and various indoor and outdoor common areas. The project utilizes three levels of existing subterranean parking containing 364 stalls and will add 150 bicycle parking spaces on the first subterranean level. The project is compliant with the California Environmental Quality Act, as confirmed by a Final Environmental Impact Report and a Notice of Determination dated November 18, 2025. Construction is expected to begin in 2026 or later, focusing primarily on interior tenant improvements while maintaining the existing building exterior. Key compliance requirements include adherence to ADA standards for public right-of-way accessibility, the retention of a Native American Monitor from the Gabrielseño Band of Mission Indians - Kizh Nation, and strict hazardous material handling protocols for asbestos and PCBs in accordance with SCAQMD Rule 1403, Cal/OSHA, and TSCA standards.
