The Department of Homeland Security, through the Sflc Procurement Branch 1, is awarding a contract for the purchase of two Reverse Osmosis Water Makers. One unit is designated for the USCGC OAK during its depot level maintenance availability, while the second will serve as a spare for future use. These systems are critical for providing potable water to crews on various USCG Cutters, including the WLB-225, WMEC-210, WMEC-270, and WPB-110, ensuring vessel readiness for extended missions away from port. Due to the proprietary nature of the technical data, the Coast Guard has identified Parker Hannifin Corporation as the sole responsible source capable of satisfying these requirements. This procurement is being conducted as a non-competitive award under FAR Part 13.5. The contract is categorized under NAICS code 333318 and was managed by the procurement office located in Norfolk, Virginia.

Full Description

The requirement is to purchase two (2) Reverse Osmosis (R/O) Water Makers. One will be used to support the USCGC OAK (WLB-211), a 225 foot Sea-going Buoy Tender during its depot level maintenance availability and the other R/O Water Maker will be stocked as a spare to be utilized for the next availability. The vessels WLB-225, WMEC-210, WMEC-270 and WPB-110 USCG Cutters use the R/O Water Maker to provide potable water to the crew so they may be able to sustain themselves in extended periods of time away from port. It is critical that the R/O Water Maker is operating properly for the ship to be able to get underway and perform their missions. The Coast Guard has determined, consistent with 13.501(a)(1)(ii), that there is only one responsible source and no other supplies or services will satisfy agency requirements. The statutory authority permitting other than full and open competition is implemented as FAR Part 13.5, Test Program for Certain Commercial Items. The Original Equipment Manufacturer (OEM) is Parker Hannifin Corporation. Technical data necessary for performance is proprietary to the OEM.
