Parking Access and Revenue Control System (PARCS) and Parking Facilities Management Services at Daytona Beach International Airport (DAB)

Daytona Beach International Airport currently operates a total of 1,131 public parking spaces divided between the Long-Term and Short-Term lots, alongside a 12-space VIP lot for Board members and authorized personnel. These facilities are used by airline passengers, visitors, and those meeting or greeting travelers, and are accessed via six entry lanes and a four-lane exit plaza featuring both staffed and unstaffed options. Additionally, there are 187 designated employee parking spaces across two lots. At present, parking operations are managed by a third-party operator under a concession agreement, with the existing parking access and revenue control system (PARCS) installed in 2015. The current system lacks several functionalities desired by the County, prompting the need for replacement and enhancement. To address these needs, the County is seeking a Contractor to provide comprehensive parking management and operations services for the Airport’s public and employee parking facilities, including accommodations for special events and any future parking additions. The agreement includes an initial five-year term with an option to extend for an additional five years. The Contractor will be responsible for the installation and management of a new PARCS, operating under a management agreement where the County will pay a monthly management fee and reimburse specific labor and expenses. The solicitation for this contract was issued by the Airport in Florida, with response submissions due by late July 2026.
