The Bureau of the Public Debt, through the Administrative Resource Center's Division of Procurement, intends to negotiate a sole-source contract with Interpark Holdings, Inc. for the renewal of eight parking spaces for a 12-month period beginning October 1, 2010, through September 30, 2011. This continuing service is required by the Treasury Inspector General for Tax Administration (TIGTA) to maintain adequate parking near their office at 200 W. Adams St., Chicago, IL. Interpark Holdings is the current provider, offering indoor parking with 24/7 access, self-parking, and secure vehicle handling where vehicles remain secured and unattended keys are prohibited. The spaces must be located within one block of 200 W. Adams St., and no other sources capable of providing comparable service in this immediate area have been identified. The procurement process is being conducted under a sole-source justification in accordance with FAR 6.302-1. While this notice is not a solicitation or request for quotation, the Bureau of the Public Debt invites affirmative responses by July 28, 2010, from any potential providers who believe they can offer more advantageous service that meets the detailed parking requirements. These responses must include sufficient documentation to justify a switch in providers. If no such proposals are received, the agency intends to proceed with awarding the contract directly to Interpark Holdings. The final decision to forego competition rests solely with the Government, and the contract’s period of performance will span one year from the date of award.
