Solicitation SPE4A7-27-R-X159 is an Indefinite Delivery Contract (IDC) issued by the DLA Weapons Support ASC for the procurement of one Constant Speed Drive parts kit (NSN 1650-00-499-5930). The contract establishes a five-year base period with no options, requiring delivery within 200 days after receipt of order. This procurement is designated as a Total Small Business Set-Aside. Award decisions will be based on a best-value determination, weighing price, past performance (specifically SPRS assessments and delivery compliance), and quoted delivery schedules approximately equally. The contract contains strict export control requirements under ITAR and EAR, necessitating that contractors hold an approved US/Canada Joint Certification Program (JCP) certification and complete specific DLA export-control training to access technical data. Packaging must adhere to MIL-STD-2073-1 Appendix D and MIL-STD-129, with kits required to be in a single cushioned box containing a detailed contents list. Quality assurance includes source inspection and potential Product Verification Testing (PVT) at a government laboratory.
