The Naval Surface Warfare Center Carderock Division is soliciting bids for a five-year Blanket Purchase Agreement (BPA) to procure Patent Support Services across all NAVSEA Warfare Centers, with the award to be made under a Total Small Business Set-Aside using NAICS code 541199 and a maximum potential value of $9,000,000. The solicitation, identified as N0016726Q1035, emphasizes a Lowest Price Technically Acceptable (LPTA) evaluation method, where technical acceptability is determined first using a threshold of “Acceptable” for Technical Capability/Approach, and the lowest-priced technically acceptable offeror will be selected. Offerors must be registered with the U.S. Patent and Trademark Office and demonstrate direct experience in prosecuting patents “cradle to grave,” with a minimum of 10 issued patents and client references as proof. Additional compliance obligations include prohibitions on using ByteDance or Kaspersky products, reporting executive compensation and first-tier subcontract awards, and maintaining a Code of Business Ethics and Conduct. Organizational conflict of interest provisions strictly bar contractors from performing any other services for NAVSEA during contract performance and for three years after.
