In 2025 the RI Executive Office of Housing (EOH) was awarded a Pathways to Removing Obstacles (PRO) Housing grant by the U.S. Department of Housing and Urban Development (HUD) to address barriers to housing production in Bristol and Washington Counties. One of the approved PRO Housing grant activities is the provision of pass-through funding to support the efforts of nonprofits to increase their respective internal capacity to develop affordable housing within the target counties. EOH will be partnering with Local Initiatives Support Corporation (LISC), who will assist in reviewing and scoring the proposals. Accordingly, $305,000 of EOH's PRO Housing grant is allocated to the provision of capacity-building grants; via this Request for Proposal (RFP), expressions of interest from prospective grantees are hereby solicited.

RFP - Homeless-Related Services for Harris County Housing and Community Development
Solicitation # 26/0172
Harris County Housing and Community Development is soliciting proposals for homeless-related services to establish a qualified provider pool aligned with the Harris County Strategic Plan. The objective is to centralize services into a flexible, performance-driven structure, with a focus on housing services such as Permanent Supportive Housing and Rapid Rehousing.
