AI Contract Overview
The National Institutes of Health NIAID has a cost-reimbursement contract for Patient Safety Monitoring in International Laboratories (SMILE), currently held by The Johns Hopkins University. The contract, valued at over 19 million dollars, is structured as a level of effort term contract to provide the government with necessary flexibility for science-responsive and result-driven requirements. Due to the dynamic nature of the work and the lack of precise specifications, a fixed-price arrangement was deemed unfeasible. This opportunity is identified as a high-confidence full recompete with a potential end date of November 14, 2026. The upcoming solicitation is expected to be open for full and open competition. The work is primarily performed in Baltimore, Maryland, under NAICS code 541715, and is managed by the Department of Health and Human Services.

Full Description
Current Contract: 75N93020C00001 Incumbent: THE JOHNS HOPKINS UNIVERSITY Contract Value: $19,093,219.47 Potential End Date: 2026-11-14T00:00:00.000Z Competition: FULL AND OPEN COMPETITION Pricing: COST NO FEE Classification: full-recompete (Confidence: high - 90/100)
A competitive cost reimbursement, level of effort (term) type contract was awarded, for the period of performance of November 15, 2019 through November 14, 2020 (Base Period), and a total period of performance (including base period and all options) of November 15, 2019 through November 14, 2026. Upon analysis of the type of work and all associated costs involved, a fixed-price type contract was not feasible due to the absence of precise specifications and difficulties in estimating costs with accuracy. Based upon the uncertainties involved, the Government would assume undue risk in attempting to fit a relatively dynamic (science responsive and result-driven) requirement into a fixed-price environment. A fixed-price contract would be disadvantageous to the Government, since it does not provide the Government with the flexibility that is needed to responsively and responsibly shift with the evolving needs of the requirement. This award notice is in relation to Solicitation # NIAID-DAIDS-NIHAI201800006, which was previously accessible in the now retired FBO.gov website.
