AI Contract Overview
This contract solicitation, issued under solicitation number 127EAX26Q0020, is a combined synopsis and request for quotation for commercial items governed by FAR Part 12, with no separate written solicitation to follow. It seeks quotes to replace existing asphalt on a 1.3-mile road through pulverizing and repaving, with five optional tasks to perform the same work at fire stations across three ranger districts within the Los Padres National Forest in California. The acquisition is exclusively set aside for small businesses under the North American Industry Classification System code 237310, with a small business size standard of $19 million, and all responsible small business concerns are encouraged to respond. The contract includes mandatory clauses such as FAR 52.222-90 addressing DEI discrimination and Alternate I of FAR 52.203-6 limiting subcontractor sales to the government. The work primarily takes place at locations including Romero Camusa Road, Casitas Fire Station, Ojai Ranger Station, San Marcos Fire Station, and Rincon Fire Station, with performance required to begin within ten days of the Notice to Proceed and complete within 120 calendar days. Payment will be processed electronically through the USDA-FS CSA SOUTHWEST 7 office in Albuquerque, NM, with the Contracting Officer’s Representative located in Solvang, CA. Evaluation will be based first on Technical Approach, which is the most important factor, followed by Past Performance—must be rated Acceptable or Neutral—and then Price, which must be fair and reasonable; no tradeoffs are permitted and technical superiority will determine award. Offerors must be active in SAM.gov with a valid UEI and submit four separate PDFs via email, including the completed SF-1442, Schedule of Items, Technical Approach/Past Performance document, and any required bid guarantees. The contract imposes specific requirements for fire patrol personnel during high-risk activity levels, mandates compliance with federal environmental and construction standards including 36 CFR 261 and multiple FSH and FSM directives, and requires adherence to packaging, marking, and preservation standards tied to FSH 7709.56 and FSM 7731.4. Additional provisions include the contractor's responsibility for quality control and testing, while government inspections are for reference only, and formal acceptance occurs on-site. Offerors must also certify compliance with anti-discrimination laws and avoid prohibited confidentiality agreements that restrict government transparency.
