The Elbert County Board of Commissioners is soliciting sealed bids for a paving project involving approximately 3.53 miles of county roads in Georgia. Interested contractors are required to obtain specifications via the county website and submit bids by 4:00 p.m. local time on June 4, 2026. Bids must be physically sealed, delivered by mail or courier to the designated county address, clearly marked as sealed bids, and emailed or faxed submissions will not be accepted. The award decision is scheduled for June 8, 2026. Compliance with federal employment verification programs including eVerify and SAVE is mandatory. The county reserves the right to reject nonconforming bids or cancel the solicitation. The contract encompasses full performance of paving work under local state-guided construction specifications that include labor, materials, equipment, traffic control, and maintenance of work zones. The contractor must meet technical requirements such as asphalt content, aggregate gradation, pavement tolerances, and ride quality, with a performance-based payment adjustment system tied to these quality criteria. Inspection and final acceptance occur onsite by an appointed Engineer, who also oversees conformity to plans and specification adherence. The contract lacks formal federal FAR clauses, representing a locally governed public works contract rather than a federal procurement. Bidders must submit complete proposals including the bid form, bonds, and specifications, following stated instructions without specified page limits. No detailed contract pricing data, accounting codes, or electronic invoicing instructions are provided; payment processes rely on conventional invoicing and submission of documentation. There are no listed special contract requirements such as security clearances or key personnel designations, and no formal evaluation factor ranking, though adherence to the technical specifications directly affects compensation.
