SEALED Bids will be received online via the PennBid Program by the OWNER until 2:00 PM, prevailing time August 4, 2026.
The project includes draining, cleaning, abrasive blasting, and recoating of the Paxinosa Tank interior and its appurtenances. Exterior work includes power washing, power-tool cleaning, full abrasive blasting, and recoating of the tank shell, as well as coating and epoxy sealing of the concrete foundation. Additional improvements include installation of new AWWA-compliant vents at both the Paxinosa Tank and the 15th Street Tank, and installation of a new self-closing swing gate on roof access at the 15th Street Tank.

Laws and regulations applicable to this Contract include the following:
Commonwealth of Pennsylvania "Steel Products Procurement Act" - Act No. 3 of l978 as amended
Pennsylvania Prevailing Wage Act (Act of 1961, P.L. 987, No. 442). Bidders are subject to all applicable provisions of the Pennsylvania wage laws, and bids shall be prepared accordingly. The applicable wage predetermination is included in the Project Manual.
All contractors on this Project are required to ensure that employees and applicants will not be discriminated against because of race, creed, color, religion, sex, age, handicap, marital status or national origins; and, that the statutes and regulations of federal and state law regarding non-discrimination are met.
A pre-bid meeting will be held at 1:00 PM, prevailing time, July 20, 2026, at the ESWA Water Treatment Plant (701 N. Delaware Dr, Easton, PA 18042).
