Payson Municipal Airport Facility Development FY27

The Town of Payson is seeking qualified partners for the design, development, construction, and operation of facilities at the Payson Municipal Airport for fiscal year 2027. The primary objective is to expand aircraft hangar capacity to meet growing demand, although the town will also consider other aviation-related uses such as maintenance and training facilities, or compatible non-aeronautical developments like restaurants and manufacturing in areas without runway access. All proposed projects must be located within the buildable areas defined by the Airport Layout Plan and remain compatible with its operational limitations. Interested parties must submit a comprehensive offer by November 30, 2026, via the town's e-Procurement Portal. Submissions must include a detailed development proposal with design concepts, a construction schedule with milestones, a full cost breakdown, and a sustainability plan focusing on energy efficiency and water conservation. Additionally, offerors must provide a safety and security plan to protect airport operations during construction and provide at least two client references for comparable projects. The Town of Payson will award the contract based on the overall value and feasibility of the proposal, evaluating the offeror's experience, the project's compatibility with airport operations, and the reasonableness of the implementation schedule.
