Payson Municipal Airport Facility Development FY27
Solicitation # 2026-007-TOP
The Town of Payson is soliciting offers for the design, development, construction, and operation of facilities at the Payson Municipal Airport for fiscal year 2027. The primary objective is to expand the airport's hangar inventory to accommodate growth in based aircraft and aviation activity. While the focus is on new aircraft hangars, the Town will also consider aviation-related uses such as maintenance and training facilities, as well as compatible non-aeronautical developments like restaurants or manufacturing for areas without direct runway access. All proposed projects must be located within the buildable areas designated in the Airport Layout Plan and adhere to its dimensional and access limitations. Qualified partners must submit a comprehensive proposal via the Town's e-Procurement Portal by November 30, 2026. Submissions must include a detailed development concept with design renderings, a construction schedule with major milestones, a financial proposal with cost breakdowns, and a company profile with at least two comparable client references. Additionally, offerors are required to provide a sustainability plan focusing on energy efficiency and water conservation, as well as a safety and security plan to protect airport operations during and after construction. Awards will be based on the overall value and feasibility of the proposal, the offeror's qualifications, and the project's compatibility with airport operations.
